U pravnim aktima proklamovana je jednakost polova, ravnopravan polo\u017eaj svih gra\u0111ana. Me\u0111utim, brojni indikatori ukazuju da je socijalno-ekonomski status \u017eena u znatno gorem polo\u017eaju u odnosu na mu\u0161karce. Proklamovani principi u praksi se ne sprovode dosledno. \u017dene u Srbiji spadaju u jednu od najdiskriminisanijih dru\u0161tvenih grupa. Naj\u010de\u0161\u0107i uzrok tome jesu tradicionalni, \u010dvrsto ukorenjeni patrijarhalni stereotipi o ulogama \u017eena i mu\u0161karaca u dru\u0161tvu. Uzrok te\u017ee pozicije \u017eena u dru\u0161tvu je i nedostatak adekvatnih mera javne politike i institucija odgovornih za njihovu primenu.<\/p>\n<p align=\"justify\">Jedan od ozbiljnih problema sa kojim se \u017eene suo\u010davaju jeste nasilje nad njima. Izuzetno veliki broj \u017eena izlo\u017eeno je nekom od vidova nasilja. Najzastupljenija su psihi\u010dka i fizi\u010dka nasilja, ali i seksualno nasilje je veoma \u010desto. Uglavnom jedan od vidova nasilja biva pra\u0107en drugim vrstama ugro\u017eavanja. Me\u0111u naj\u010de\u0161\u0107im uzrocima izdvajaju se bolesti zavisti, pre svega alkoholizam, ekonomska zavisnoti \u017ertve od nasilnika, neadekvatno reagovanje na pretnje nasiljem. <span lang=\"sr-Latn-CS\">U Srbiji ove godine ubijene su \u010dak 34 \u017eene u porodi\u010dnim sva\u0111ama, a ve\u0107ina njih je ranije prijavljivala nasilje. <\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; <\/span><span lang=\"sr-Latn-CS\">Svest gr\u0111ana o ozbiljnosti ovog problema nije na zadovoljavaju\u0107em nivou.<\/span> \u017denama koje su \u017ertve nasilja te\u0161ko je da prijve nadle\u017enim organima i ka\u017eu \u0161ta im se dogodilo, jer je dru\u0161tvo u kome \u017eivimo sklono da osu\u0111uje. U narodu se mogu \u010duti mi\u0161ljenja da je \u017eena svojim ranijim pona\u0161anjem sama isprovocirala da bude napadnuta, da je zaslu\u017eila da se prema njoj tako ophode.<\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Nereagovanje policije je jo\u0161 jedan u nizu problema koji mogu dovesti do pogor\u0161anja polo\u017eaja \u017eena \u017ertava nasilja. Naime, \u010dak i kada \u017ertve skupe hrabrost da prijave nasilnika, nailaze na nerazumevanje od strane dr\u017eavnih organa. Organi reda svojim postupcima mogu da dovedu do sekundarne viktimizacije.<\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Evidentna je slaba povezanost izme\u0111u institucija, policije, tu\u017eila\u0161tva i Centra za socijalni rad, a posledica toga je neblagovremeno reagovanje na prijavljeno nasilje, \u0161to mo\u017ee rezultirati najte\u017eim posledicama po \u017ertvu.<\/span><\/p>\n<p align=\"justify\"><em><strong><span lang=\"sr-Latn-CS\">Predlog za re\u0161avanje problema:<\/span><\/strong><\/em><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Pre svega, neophodna je izmena i dopuna krivi\u010dnog zakonodavstva Srbije u cilju spre\u010davanja nasilja nad \u017eenama i pobolj\u0161anja njihovog polo\u017eaja. U Krivi\u010dni zakonik trebalo bi da se uvede mera za\u0161tite udaljenja nasilnika od \u017ertve pre nego \u0161to se donese odluka o vo\u0111enju sudskog procesa, zato \u0161to su oni \u010desto predugi i neefikasni u za\u0161titi \u017eena od nasilja. <\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">\u010cesto se de\u0161ava da nemilim doga\u0111ajima prethodi proganjanje \u017ertve od strane naislnika (\u010dekanje ispred mesta boravka, u\u010destalo telefoniranje i slanje prete\u0107ih poruka). Trenutno Krivi\u010dni zakonik predvi\u0111a kao meru bezbednosti u\u010diniocu krivi\u010dnog dela zabranu pribli\u017eavanja i komunikacije sa o\u0161te\u0107enim, ukoliko se smatra da bi dalje vr\u0161enje takvih radnji bilo opasno po o\u0161te\u0107enog. Me\u0111utim, bilo bi efikasnije da se u Krivi\u010dni zakonik Republike Srbije uvede kao posebno krivi\u010dno delo proganjenje i da se za takvo pona\u0161anje izrekne odgovaraju\u0107a kazna koja bi spre\u010dila nasilnika da jo\u0161 vi\u0161e na\u0161kodi \u017ertvi. Takvo re\u0161enje bi bilo u skladu sa Konvencijom Saveta Evrope o spre\u010davanju i borbi protiv nasilja nad \u017eenama i nasilja u porodici koja obavezuje dr\u017eave da preduzmu &#8220;neophodne zakonodavne ili druge mere i obezbede da namerno pona\u0161anje ponavljanjem pretnji upu\u0107enih drugom licu, koje uzrokuju da se lice pla\u0161i za svoju bezbednost, bude zakonski ka\u017enjivo&#8221;.<a href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\">1<\/a><\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Veoma mali broj \u017eena koje su \u017ertve prijavljuju nasilje nadle\u017enim institucijama. \u017drtvama je potrebna psiholo\u0161ka podr\u0161ka od strane sredine u kojoj \u017eivi da pre svega prijave slu\u010daj. Ukoliko skupe hrabrost da prijave slu\u010daj, treba im omogu\u0107iti da kroz institucije prolaze \u0161to lak\u0161e i sa \u0161to manje neprijatnosti, jer one \u010desto budu obeshrabrene kada ne nai\u0111u na adekvatnu pomo\u0107 u policiji i drugim institucijama. Nasilje je negacija svih ljudskih vrednosti, te je potrebno \u0161irenje svesti o nedopustivosti svakog vida nasilja i neophodnosti prijavljivanja u slu\u010daju postojanja bilo kakve sumnje da je odre\u0111eno lice \u017ertva nasilja i maltretiranja koje bi vremenom moglo da dovede do li\u0161enja \u017eivota ukoliko se na njega ne reaguje na vreme.<\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Neophodno je uspostaviti dvateset\u010detvoro\u010dasovnu saradnju izme\u0111u policije, tu\u017eila\u0161tva i Centra za socijalni rad u cilju efikasnije borbe protiv nasilja u porodici i nad \u017eenama. Takav sistem saradnje bi omogu\u0107io br\u017ee i lak\u0161e prijavljivanje i ka\u017enjavanje nasilnika. Policija bi bez odlaganja trebalo da reaguje na prijavu nasilja i o tome da obavesti Centar za socijaln i rad koji bi uputio svu neophodnu pomo\u0107 \u017ertvama. Tu\u017eila\u0161tvo bi trebalo da bude dostupno u svakom trenutku \u017ertvama i da gone u\u010dinioce krivi\u010dnih dela shodno zakonima.<\/span><\/p>\n<p align=\"justify\"><span lang=\"sr-Latn-CS\">&#8211; Neophodno je aktivno uklju\u010divanje svih relevantnih institucija u re\u0161avanje ovog aktuelnog problema. Borba protiv nasilja nad \u017eenama treba da bude prioritet svih institucija jer nije redak slu\u010daj u Srbiji da \u017eene nedovoljnu institucionalnu za\u0161titu pla\u0107aju
